Council to ask for tax increase

BYESVILLE -- Village Council will turn to citizens again to ask for an increase in the rate of the village income tax.

After an executive session on Wednesday, council voted to put an income tax back on the ballot.

Voters will be asked to increase the rate by 0.5 percent. Currently, the village has an income tax of 1 percent.

Revenue from the higher rate would be used to fund expenses for police protection -- regardless of whether that protection were provided by the current police department or by the Guernsey County Sheriff's office.

Council's ballot box decision came on the heels of an hour-long finance committee meeting during which committee members examined the prospective 2010 budget line by line.

Rocked by the 2008 closing of the Byesville facility of Plastech Engineered Products Inc. and the announcement last week of the closing of the Pomegranate Health System facility, the committee was looking at a budget as tight as any yet seen.

Council agreed last night to move the second February up a week to Feb. 17.

A decision on what to do about police protection likely will be made at that meeting, Mayor Don Gadd said.

"The meeting will be next Wednesday," Gadd said. "It's that important."

Among other action, council:

* Granted an easement to American Electric Power.

* Heard from a resident concerned about rusty particles in the tap water of her residence. Administrator Randy Mercer said the particulate likely have been the result of waterline breaks that have churned up metal scale from the inside of the 80-year-old, waterline pipes. Although the water is not appealing, it has been tested as "safe" by the EPA.

* Assessed the effects of the recent snow storm. "The recent snows have kept us busy," Mercer said. "There is a lot of snow out there and not many places to put it."

Some village employees have been impacted by the snowfall.

"There's a lot of snow out there and not much place to put it."

The crews logged 60 man hours clearing snow.
