CUMBERLAND -- The Cumberland Village Council met March 1 with four members (Charles Gabel, Shirley Rhinehart, Peggy Cunningham and Brian Roach) present. Also present were Mayor Viola Abrams, Fiscal Officer Peggy Whited, Village Administrator Dennis Unklesbay, Street Commissioner Eric Poland and Bob Allen from Triad Engineering. Allen updated council on the progress of various aspects on the waterline project including concerns, proposed minor changes and communications from the OEPA. Allen said in spite of the recent unfavorable weather conditions, that there was quite a bit of pipe being laid and the project was advancing. Allen also announced that there would be an information/training session for Cumberland Village Council members on March 8 at 6 p.m. in the village building on Mill Street. The topic for the session would be de-centralized waste water treatment. Bills totaling $306,811.10 were presented to and approved for payment by council. The fiscal officer went over the monthly management report with council. The village administrator gave his report. Mayor Abrams reported that with Byesville's recent police situation making the news, she had been asked why Cumberland didn't have a marshal. The simple answer to the question is that there is no money available to pay for one. Councilmember Rhinehart said a few years ago, a levy was placed on the ballot to raise funds for a village marshal but it was defeated. So until a levy can be passed to pay for a marshal, village residents will have to continue to rely on the Guernsey County Sheriff's office. The Street Commissioner wanted to thank everyone who helped with snow removal in the village during the recent winter storms. He also voiced the growing concern of heavy trucks traveling on village alleys. Waters lines and drains running under the alleys are being damaged by the weight of the trucks, especially during this time of the year when the ground is freezing and thawing almost every day. Council's next meeting is April 5 at 6 p.m. in the Village Building. Area events and reminders March 11 --Cumberland-Spencer Homemakers, 10:30 a.m., at the home of Nellie Moorhead on Lestock Road. Barbara Crawford will be the co-hostesses. Those attending should bring a covered dish and table service. Those attending should also bring information about Delaware. March 13 -- Square dance, 8 to 11 p.m., at the Megis Community Building. The dance is sponsored by Morgan Archery. The first cake walk will be at 9:15 p.m. Following the cake walk there will be a band break from 9:30 to 9:45 p.m. The second cake walk will be at 10:15 p.m. and the 50/50 drawing will be at 10:45 p.m. Good -N- Country will be the featured band. March 15 -- This is the final date to make a donation to the Ark Spring Cemetery Association in memory of loved ones. Send the name(s) of the loved ones to be listed in the newsletter along with your donation, name and address to Ark Spring Cemetery Association, c/o Elizabeth Ann Davis, 3005 Palmer Drive, Chandlersville, OH 43727. March 15 -- Spencer Township trustees, 7 p.m., Township Building. Bills should be given to the Fiscal Officer Nate Wutrick by March 10. March 16 -- Claysville Homemakers, 10:30 a.m., Westland Township Community House. Those attending should bring an Irish covered dish and table service. The theme for the meeting will be St. Patrick's Day. Everyone attending should bring a St. Patty's Day reading or fact to share. March 16-21 --The recycling trailer is scheduled to be in Cumberland at the Township Building on Mill Street. (Note that weather conditions could alter the schedule for the trailer.) Ten years ago Here is a quick look back at what was happening in Cumberland ten years ago in March of 2000. Cumberland Village Council formed a committee to explore options for the water tower project in March 2000. It was noted that AEP had donated and placed new "Welcome to Cumberland" signs along the State Routes leading into the village. In March 2000, the Cumberland-Spencer Homemakers heard a lesson about how to properly make out your last will and testament. At Cumberland Grange in March 2000, the subordinate baking contest (which was strawberry muffins) was won by Sara Bise. Comments
